1. Heat oil in a skillet. 2. Fry the huarache base until golden, then set it aside on a wire rack. 3. In the same skillet, fry the breaded meat cutlet (milanesa) until golden brown and cooked through. 4. Spread a layer of refried beans on the huarache base. 5. Place the cooked milanesa on top of the beans. 6. Top with shredded lettuce and sliced onions. 7. Sprinkle with crumbled cheese. 8. Pour green salsa over the toppings. 9. Drizzle with Mexican cream and serve.
